Housing Transfer/ALMO Programme Finance Manager

These are exciting times for Housing and Regeneration in England . By December 2008, the new Homes and Communities Agency (HCA) will come into operation. This will combine English Partnerships, the Housing Corporation’s Investment Programme, the Academy for Sustainable Communities and key housing and regeneration programmes currently delivered by Communities and Local Government (CLG) into one national agency. One of the key CLG programmes transferring to HCA will be Decent Homes Delivery, including all Housing Transfer and ALMO projects and we now offer an exciting opportunity to be part of the team.

You will be part of a team advising on transfers of local authority social housing to registered social landlords, and the management of the Arms Length Management Organisations (ALMO) Decent Homes delivery programme. You will have particular responsibility for the financial management of the funding programmes associated with those activities (>£1bn a year) and the day to day management of the National Change Agent contract for the establishment of procurement consortia.

Strong management, team working and interpersonal skills are essential in this role along with the ability to influence and negotiate with stakeholders. Experience of financial management is also required, alongside an understanding of business planning principles, and strong problem solving and analytical skills.

In order to ease transfer of staff to HCA, this post is being recruited under Housing Corporation terms and conditions. The successful candidate will work within a team located in CLG initially, and will transfer with the team to HCA when it comes into operation in December 2008.
