Energy Procurement Development Manager

This new position has arisen with the LASER Energy Buying Group of KCC Commercial Services, providing an energy procurement and contract management service for the supply of electricity, gas and liquid fuels. The Group operates for a range of Local Authorities and other public sector groups largely in London and the Southeast.

The energy industry is a fast moving, high profile sector and this challenging role requires commitment and dedication to providing a first class service to the growing LASER membership.

This is an exciting opportunity to join the procurement team of a nationally recognised Professional Buying Organisation, taking forward and improving existing procurement methods, systems and processes.

You should have thorough knowledge of and extensive experience in procurement, and a track record of delivering innovative solutions to complex arenas. Exposure to the energy Industry is considered to be an essential criteria for this post. Specific experience required includes forward buying, hedging, forecasting and an understanding of utility market forces and cost trends.

Core duties will include the continual development of our flexible procurement service solution, ensuring that the current processes are communicated throughout the group, recommending new measures and implementing changes to working practices and structures as appropriate. You will also be expected to increase the web presence of the group and be able to ensure the web site is professionally delivered.

You will need a thorough knowledge of the competitive and regulated elements of the energy markets and a sound understanding of EU and public sector procurement rules. Computer literate you will need to use a range of standard and bespoke software applications. With a high level of interaction with suppliers and group members excellent communication skills are essential.

Candidates should hold a degree or equivalent in a relevant discipline, experience of working in a consultancy environment will be an advantage.
